NPI accepts year-round applications from the year of 2008. The applicants must submit the fill-in application forms. The NPI appraisal team, together with the board of directors, screens organizations to be incubated.
　　A thorough survey and analysis will be conducted on each applying organization. By using professional assessment and evaluation tools on the applicants, the most promising candidates will enter into the Incubator. Assessment criteria are categorized into the four aspects:
　　Social impact: having a good understanding on social problems and a keen grasp on social needs.
　　Operational capability: having innovative, duplicable and sustainable ways and solutions to meet social demands.
　　Organizational capacity: the founder must have clear sense of mission, firm commitments on charity, he or she also need demonstrate strong leadership and accountability.
　　Matching with NPI: The candidate must show strong willingness to work towards a dedicated professional team. Affirmation from NPI team.
